So the questions I had are:

  1. Where were you envisioning Farport being? I’m not sure if you referred to the map while describing it. At first it sounds like on islands, then on the mainland. It is influenced by the The Republic of Tarascon, but not directly governed, which is fine. Outside of Musei, the Republic’s “governing” is pretty loose, so that fits in well.
    At first it seemed like you were intending Farport to be on the islands in the bay across from Musei, but later sounds like you were thinking further southwest maybe?
  2. Is it a primarily gnomish city/state? My original vision of the gnomes, which (since there hasn’t been any interaction between you and them as of yet) is still open for changing, was of a primarily sea-faring, island dwelling mercantile race. They reside on islands, are prolific sailors, fishers and traders. Perhaps certain castes or subsets of the race never even set foot on land, living their lives on ships for a major portion of their lives?
    As far as I can see, this could fit with Farport. Again, these are just my ideas, wisps of ether on the breeze, and I’m open to collaboration if you have cool ideas, which it seems you do.
  3. My original thoughts were to have two other large nation-states outside of the Republic; a highly religious dragonborn empire to the north, and a relatively unknown, exotic nation comprised largely of halflings to the west. Your Kaliph sounds like it would fit perfectly with my halfling idea. Plus, I like the sound of a greatly feared, self-proclaimed pirate king who happens to be a halfling. That sound like it could work?

1)Farport was intended to lie on the islands to the west of Musei. Any confusion where I was describing interactions between the islands and the mainland stems from my own confusion.
2)As to primary racial make up, I had envisioned a permanent populace that is incredibly mixed, but could be anything you wanted…didn’t want to take too much creative licence. Primarily gnomish works well, but I wanted to make sure the option to make the Kaliphate of any racial make up was still available. Also, would like to see some humans…perhaps the halfling Kaliphate lies to the west, and beyond the mysterious eastern mountain ranges are the last vestiges of a human empire?
3)I like the idea of a theocratic dragonborn citystate…perhaps built in the mountains where we met Three Tooth et al? But the idea of Dragonborn clerics, paladins, and such running about proselytizing is great. Maybe the notion that the pirate king is a halfling should be a little hidden? The legends all speak of him as a man of commanding presence, but neglect to mention that he stood at 3 foot 2 with his boots on. Maybe surrounded by a crew of giants to make the size differential even more hilarious?
